Policy Advisory Council
The Virtual Learning Center will have a Policy Advisory Council made up of key state of Connecticut stakeholders. This Council will agree upon a set of performance measures for the program and oversee the activities of a Steering Committee of selected state education practitioners who will collaborate to achieve the performance measures of the Virtual Learning Center's Results Based Accountability outline. The Policy Advisory Council will serve as the legislative representative board for the CT Virtual Learning Center and will propose state policy for the program as is needed. The VLC Policy Advisory Council will meet five times between September 2007 and June 2008.

Steering Committee
The Virtual Learning Center Steering Committee will be made up of skilled education practitioners who will collaborate to achieve the performance measures of the Virtual Learning Center's Results Based Accountability outline. They will act and make decisions for the Virtual Learning Center as is necessary to implement the program to comply with local, state and national policies, practices, standards and guidelines for online learning and 21 century education goals. Requirements will include:

  • Curriculum: Reviews and selects content options that are aligned with state frameworks and that comply with online learning national standards.
  • Online Learning Services: Define VLC specific procedures and policies to assure quality instruction; to include local technology support , access to computers and extended day policies; defining semester start and end dates to accommodate accelerated, regular, and extended time frames; student course selection and approval processes; course registration, cheating policies and the like.
  • Communications and Public Relations: Reviews Portal concept and categories. Suggests portal content and links. Act as the liaisons between the VLC and the school district staff to make all program announcements and to vet ideas, concerns and questions.
  • Teacher Recruitment: Identify certified, technologically skilled and enthusiastic teachers that are available and interested in teaching online. Negotiate options and opportunities for these teachers to be a part of the VLC.
  • Professional Development: Identify appropriate online teacher preparation options and lay out a plan and a schedule to offer this training to CT certified teachers for the disciplines that have been chosen for the VLC pilot semesters.
  • Evaluation and Accountability: Coordinate a plan and a schedule for evaluation of the VLC program, its courses, student outcomes and administrative, student data and reporting systems. Suggest improvements and reevaluation process.

The Steering Committee will meet monthly from September 2007 through January 2008, and again in March and May 2008. They will report the activities of the Virtual Learning Center to the Policy Advisory Council.
